Purpose of the role: To support the Health and Safety Manager in developing, implementing and monitoring the business health and safety plan with particular emphasis on construction projects To support the establishment and monitoring of the necessary Health and Safety standards and processes required within the business, with particular reference to wind farm operational safety. The role covers all offshore/onshore sites in the UK and Ireland and will require some International travel. There is an ever-changing portfolio of operational sites and sites under construction.
Accountabilities: • Develop and recommend procedures and standards to support the business • Investigate incidents and report on performance • Review and monitor the activities of CDM Co-ordinators • Develop and implement new methods, techniques and practices to improve performance • Analyse and recommend Personal Protective Equipment. • Develop and maintain compliance registers • Assist in the roll out of the risk assessment database and work control systems • Audit compliance with site rules, including HV and wind turbine safety rules • Support and manage the emergency exercise plan • Develop and implement the audit plan for company based on estimated and known risks. • Recommend contractors for approval and review contractor performance • Participate in HAZID studies for new plant and equipment • Ensure compliance of plant in relation to current legislation. • Attend health, safety and environmental forums
Support the Offshore H&S adviser in the following areas; • Co-ordinate the work of consultants, ensuring that deadlines are met • Work with consultants, JV partners and in house colleagues to ensure that the highest standards of safety management are applied to construction projects • Complete monthly reports to the Programme director, the Crown Estate and the companies executive team • Manage the programme to develop and implement the Offshore Safety Policies and Procedures of the organisation
Skill, Knowledge & Experience: • Experience within the H&S / operations and / or project environments, ideally in commercially focused utility, service and / or construction business. • Preferred Qualifications: NEBOSH Certificate or equivalent • Preferred Qualifications: Engineering Degree/technical diploma or certificate • Working knowledge of HS&E legislation • Optional Qualifications: Environmental qualification • Membership of Professional bodies associated with the role • Strong influencing and consulting / communication skills • Sound relationship management skills and confident working with Senior Management • Sound planning and analysis skills - anticipate problems and plan solutions • Capacity for change and experience of leading others through change • Ability to work to tight deadlines and within a highly pressured environment • Experience of managing contractors • Familiarity with behavioural safety auditing • Extensive and recent experience of large scale civil engineering or construction projects, especially those involving large-scale plant operations and complex mechanical lifting. • Knowledge of rule based systems such as the wind turbine safety rules. • Knowledge of offshore operations and awareness of applicable legislation (HASAWA, CDM, MARPOL, SOLAS, etc)
